Hydrogen is not going to use high temp process heat.

Steam electolysis via SOEC only needs low pressure steam as an input, for lower tempersture and pressure than even water cooled reactors produce- the HP turbine exhaust os about right.

There is no way that the small theoretical efficiency gains from thermochemical cycles make up for the high costs and the unafordium and unobtanium needed to make them.
